Technical Innovations for Clean Air

ENGR. REYNALDO ESGUERRA, a licensed chemical engineer, has over 30 years of experience in environmental management that includes research; policy studies; design of waste treatment facilities; water quality monitoring; and environmental management system. At present, he is the Chief of Environment and Biotechnology Division of Industrial Technology Development Institute. He was program coordinator
of the DOST Flagship Program on “Integrated Program on Cleaner Production Technologies”. This Program and other projects that he was involved accorded him the opportunity to assess over 200 facilities
nationwide. He has prepared several training modules and manuals on cleaner production.

Republic Act 8749 known as the Clean Air Act focuses primarily on pollution prevention rather than control and provides for a comprehensive management program for air pollution. This can be attained through resource efficiency and cleaner production. This is emphasized in the waste management hierarchy that moves primarily for source reduction, on site recycling, off-site recycling, and for treatment and disposal as last.

Examples of technical innovations for clean air are: purification system for fuelgrade ethanol using molecular sieve; design of carbon dioxide capture system utilizing molecular sieve membrane technology for combustion systems; utilization of nano-size materials in anaerobic digestion to enhance biogas production; and use of alternative fuels and raw materials in cement kilns.
