348th Kamayan Para Sa Kalikasan Forum

When President Rodrigo Duterte was running for office, one of the major things he dangled to the voting populace was the proposal to shift the country to a federal form of government through charter change (Cha-Cha). He argued that the current form had made Metro Manila the center of national economy, leaving other regions of the country – especially Visayas and his homeland Mindanao – lagging in terms of economic development. He envisioned federalism as the key to an equitable distribution of power and resources among rich and poor regions.

Three proposals on the Constitution of the Federal Government are being discussed. One version was drafted by President Duterte’s political party PDP-Laban, another by a group led by former Chief Justice Reynato Puno, and a third by former President and incumbent Pampanga Representative Gloria Macapagal-Arroyo. How does each of these treat the environment?
